Many small to medium companies don't have a specialist human resources
(HR) person in their companies due to size, or, sometimes, the perception
that the role "isn't needed."
There's no rule or law that states precisely when a dedicated Human
Resources person is needed. However, every company that employs
people has a clear moral obligation to provide access to human resources
functions sufficient to meet the needs of their employees.
There are a number of ways a small to medium company can meet the
needs of their employees short of employing an HR specialist. What
every company needs as a minimum are the systems (policies
and procedures) that cover the key legal and award-based requirements
that go with being an employer.
